Problem:
System slow with hats_nim cpu usage is high.

#ps -ef | grep hats

    root 13107358 14221566  65   Apr 14      - 1746:01 /usr/sbin/rsct/bin/hats_nim



Solution:
check HA Level and OS TL Level.
And make them upgraded to be compatible.
